An Open Town Hall for All
The proposal envisions a future-oriented town hall for Berlin Mitte that reinterprets the traditional civic building as an open, inclusive, and highly flexible public institution. Positioned at the gateway to Alexanderplatz, the stepped building form responds sensitively to the surrounding urban context while contributing to the area’s ongoing high-rise development.
Designed as a “town hall at eye level,” the building is equally accessible from all sides, eliminating the distinction between front and back. A transparent public ground floor extends the surrounding urban space into the building, creating a civic boulevard that connects exhibition areas, conference facilities, and public services. Above, semi-public and administrative functions are organized in clearly defined zones, culminating in a publicly accessible rooftop terrace and café with panoramic views of the city.
Sustainability is embedded throughout the design. A timber-hybrid structure, flexible floor plans, passive climate strategies, geothermal energy, photovoltaic systems, rainwater harvesting, and greywater recycling contribute to a resource-efficient and low-carbon building. Combining urban sensitivity, social inclusivity, and environmental responsibility, the project establishes a contemporary civic landmark for the future of Berlin.
