Based on the urban development guidelines of Dresden Inner City 2008 (Spatial Concept, p. 59), while taking into account current developments and the necessary planning regulations within the Weißeritzpark area (Development Plan No. 3015 Dresden-Altstadt II No. 29 and Development Plan No. 3020 Dresden-Altstadt II No. 30), the design proposes the following urban and architectural objectives for the site at Papiermühlengasse 18, Dresden-Altstadt II:
New development that respects and integrates the existing built and landscape elements.
The activation and revitalization of a functional and identity-defining district center is emphasized as a primary objective.
From an urban perspective, alongside preserving the harmony of Dresden’s historic urban fabric and its cultural-historical and landscape values, priority is given to accelerating functional and spatial densification through the expansion of central city functions beyond their traditional development cores.
The new building on the western side of the Freiberger Straße S-Bahn station is intended to serve as a connecting urban hinge and transitional link between surrounding districts.
