The design concept “Water for All” defines Luisenblock Ost II with a clear guiding idea: it spatially and visually connects the Spree River with the railway viaduct arches. Between the dynamic structure of the railway arches and the strict geometry of the Luisenblock, an ensemble of several building volumes emerges – the federal building, residential buildings, and the Verdi building. The two residential buildings mediate between the institutional uses and connect them functionally.
The open space forms a permeable system with unobstructed views towards the water. Interwoven building structures and open spaces create a diverse sequence of spatial experiences. Existing structures are integrated and further developed. Along Schiffbauerdamm, the concept reinterprets the typology of Berlin’s urban townhouses in a contemporary way. Buildings No. 19 and 12 are preserved, maintaining the scale and identity of the address. The federal building keeps a respectful distance from the boiler house and creates a forecourt as a central entrance address. A stepped height development creates accents at the railway viaduct with the Verdi building. A “city window” opens up views towards the Spree. The ground floor zone is activated through mixed uses, urban gardening, and play areas, encouraging social interaction. A shared underground garage complements the concept. On the second floor, a protected private open space is created for residents.
The reactivated northern pedestrian connection strengthens the neighbourhood network and improves access to the Spree. In this way, the concept consistently implements the guiding idea of “Water for All” on all levels.
